How does a strobe effect the picture vs a fixed light?

Not sure whether you mean fixed as in constant or fixed as in a flash on top of the camera. Here’s the base exposure (unlit) and the final side-by-side.

Strobe provides powerful pops of light that can overcome basically any reflection. Strobing works in full sunlight to show a car’s true color. Constant light can also provide very cool effect but only works in darkness. The strobe can effectively overpower the daylight reflections of the sun, whereas a constant LED couldn’t even get close.
